Rescue Efforts for Syrian Students

Because of this, a growing number of higher education institutions have begun increasing efforts to extend scholarships and aid to Syrian students, especially those from areas hit hardest.
Last week, the Institute for International Education (IIE) and Jusoor – an organization that focuses on economic developments of Syria, along with the Illinois Institute of Technology have all offered emergency support to help Syrian students get to safety at colleges and universities around the world. Together, they have committed $2 million (USD) and are currently seeking additional donors to provide funds and scholarships. Their target goal is $5 million in support.
It’s been difficult for Syrian students wishing to pursue higher education since many families have been displaced and are living in refugee camps. Additionally, many Syrian schools have been destroyed in the violence and students simply do not have access to education. Resources have been limited to help students at the college level.

I have a question:
I am A Syrian citizen , living in Lebanon now,a student in the school of dentistry in Hama ,left school in the 4th year,how can i get benefit from this rescue efforts? ,can i transfer my education in a university in US? or can i study in Lebanese non-governmental universities since i ve been refused by the governmental ones?
